Q1: Why was amendment #16 needed in the American government? AU

A: The amendment was needed because after the civil war, since it required a lot ofmoney to wage a war America was in debt 75 million dollars. Soon after the moneythat they had now owed increased to 500 million dollars the country needed a wayto pay back their money. Then congress thought of taxing American citizens and itafter became part of amendment #16.

Q2: How does this amendment affect how the current American government runs AU
now?

A: This amendment affects how the current government runs in many ways. For example, States became more independent. After a while of people just paying federal income tax, the states decided to provide their own taxes for the citizens who lived in the states. Without these taxes, state laws and programs would be controlled by the federal government

Q3: How did the American citizens feel about this amendment? AU

A: At the time that this amendment was debating to be ratified, many citizensthought it would benefit the economy. For example before the #16 amendmentAmerican citizens would pay a large amount of taxes on goods, this was bad because very wealthy people in other countries spent the same amount of money as mostAmericans each year. The people wanted that to change and this amendment caused the less wealthy to spend less so that they did not have to work more than they needed to. This amendment focused on house taxing so that the less wealthy couldbuy a home in their price range and all homes would not cost nearly the same. Also the government stopped taxing goods as much after they started taxing the homesof the citizens. People were able to save more and afford more goods because of this amendment.

Q4: Overall did this amendment have a negative or positive effect to the economy? AU

A: This amendment had a very positive effect. This is because before the amendment

Americans were forced to spend more than they should so some people were forced into a life of poverty. After the amendment less people were having to face the challenges of poverty and the people were allowed to spend as much money as theywanted to.

Q5: What problems did this amendment solve? AU

A: This amendment solved many problems in the economy. For example less people were becoming homeless because people now could pay less money on goods and were able choose the price of their house that most people stopped spending more money than they could afford to.

Q6; How did the government feel about the 16th amendment? GT
A: The government was happy about this but it was not just for there benifit. anyway thee money didn't even go towards the governments payment. It helped make and keep essentials that we as a country need. The government felt the same way about it as most of the regular citizens of the united states.

Q7:Was this amendment important ? GT

A: this is an important amendment it lets the federal government to collect income tax from all americans . This allows for the federal government to keep an army, build roads and bridges, enforce laws and carry out other important things.

Q8: How many states agreed to ratify this amendment? GT

A: Well the amendment had passed in 1909 but in order for it to be ratified it needed 36 states to ratify it. the 36th state to ratify it was delaware in 1913.in total the number of states that ratified it were 38.

Q9: When was this ratified into the constitution? GT

A: The amendment was ratified into the constitution on Febuary 3, 1913 and it was first passed by a state July 2nd, 1909.

Q10: What type of things were taxed? GT

A: Basically everything you bought was taxed such as goods .

Q11: What are the exact words of this amendment? GT

A: Well the exact words state "The congress shall have the power to lay and collect taxes on incomes, from what ever source derived, without apportionment amoung the several states , and without regard to any census in or enumeration.

My pinion on this amendment : Overall I think that this is a very important amendment because I learned that with out it our government would not be as strong as it is today. Also wihout this amendment the prices of things would be a lot higher. In conclusion this amendment has helped our government in many ways and will continue to do so. GT



Fun Facts:
Soon after the amendment was ratified, Congress created a new personal income tax with rates ranging from 1 to 7 percent on income in excess of $3,000 for one person. AU

The northern states did not want this amendment to be ratified while the western states supported it. AU

The 36th state, Delaware in 1931 ratified the amendment around four years after the first state, Alabama ratified the amendment in 1909. AU
