A: The 21st amendment was put into effect because so much crime was happening with the illegal trading of alcohol; alcohol was made illegal by the 18th amendment. The reason that the previous amendment (the 18th) was put into affect was to ban alcohol because violence was being caused by alcohol use (people getting into fights, men beating wife and children, etc.), but the outcome of the 18th amendment was far worse. 4. Why were there so many crimes happening before this amendment took effect?
A:While it might seem like the crimes happening were just illegal trading of alcohol, it was actually much more. It would be the equivalent to a modern day drug deal that you would see in movies. One person wouldn't pay the money and in return they would get shot, and other things of that nature. (DO)

A: It took america 14 years to finally make the 21st amendment. Even people who supported the temperance movement agreed that that law was not good for the states. (DO)
