Basic definition: This amendment was the amendment that made alcohol legal. It repealed the 18th amendment. Many people had to rebel to get this amendment passed.

1. Why was alcohol illegal in the first place?
The amendment was passed to reduce drinking and eliminate the businesses that manufactured it.
2. Did people rebel?
Yes, there were rebels, the people were not happy with the 18th, and to get the 21st amendment people had to rebel.
3. What were the problems the country faced when alcohol was illegal?
Bootlegging became a thing (became a thriving business and national law enforcement agencies were thrown into the full time business of keeping the nation dry.) Also illegal saloons called speakeasies were all around cities.
4. Did people drink secretly? Or export/ import secretly?
Yes, people drank secretly, there were many more arrests for alcohol use during the probation then before the probation started.
5. How did people convince the government to make it legal?
People rebelled to make alcohol legal. America thought that this would all pass over and in about 30 years, it would be a sober country but, their plan backfired and alcohol trafficking became a big thing.
6. Were there were illegal activity that led to the ban of alcohol?
Yes, people drank secretly, there were many more arrests for alcohol use during the probation then before the probation started. Some people made smuggling alcohol their daily job, and they did that for a living.
7. How did making alcohol legal affect society?
Making alcohol legal made a big effect on society. One effect is that people became alcoholics, and becoming one put their lives in jeopardy. Another effect is that it was used in everyday life such as cooking.
8. Was making alcohol legal more of a positive effect or a negative effect?
It was a positive effect on society because the 21st amendment made alcohol legal, and there was less crime, bootlegging, and more illegal activity, since the 18th amendment made alcohol illegal people did much more illegal activity. When the 21st amendment came along there was much less crime.
9. Was there a big debate on making it legal?
There was a big debate on making alcohol legal. Some people agreed on the topic while others thought that it would make America look bad or things could get out of hand. In the compromise they made, they made an age limit to when someone can drink alcohol legally, and they also made a alcohol blood level content law that keeps everyone safe.
10. Was alcohol a big issue?
Alcohol was not a big issue until it was banned, there was more people getting drunk, more bootlegging and people made alcohol in their houses. When alcohol was brought back this was all stopped because people didn't need to bootleg or make alcohol illegally. All they had to do was go to a bar and buy a drink. Alcohol should of never been banned in the first place.

Fun Facts:
1.Two states rejected the 21st amendment. North Carolina and South Carolina rejected the amendment before December 5. The states had very different opinions.
2.Another eight states didn’t meet before December 5 and didn’t even act to vote on the 21st Amendment: Georgia, Kansas, Louisiana, Mississippi, Nebraska, North Dakota, Oklahoma, and South Dakota
3.It was never illegal to drink during Prohibition. The 18th Amendment and the Volstead Act, the legal measure that included the instructions for enforcing Prohibition, never barred the consumption of alcohol–just making it, selling it, and shipping it for mass production (and consumption).




1. Some issues that prompted the creation of our amendment were that people drank too much. This is because the 18th amendment prohibited alcohol, and when it was brought back people went crazy and drank way more than they were supposed to. Another issue was injures, when people were drunk they tended to hurt themselves and/or others. Finally the last issue was crimes, also when people were drunk they tended to also do many crimes, this is because they had no control in what they were doing. (ST)


2. There was a big impact on society due to the 21st amendment. One effect was that it changed how much illegal actions were going on in the country. The illegal actions were such as, importing and exporting alcohol illegally, or trafficking alcohol. Another big effect is that it made people's health worsen if they became addicted to alcohol. Now, people could become alcoholics and it can effect their health greatly or cause great issues in their life. But, to fix that situations sometimes, there are limits of alcohol blood level content you can have, such as in a public place, and to ensure that you not endangering any other lives when you are on the road.
