The issues that prompted the creation of our amendment started with the Civil War's financial requirements. At first Congress placed a flat 3 percent tax on all income over $800. Congress later repealed the income tax in 1872. The financial markets of the eastern United States prospered, but the farmers suffered from the low prices of their crops. The farmers were also forced to pay high prices for the manufactured goods. In 1894, the government proposed a tax of 2 percent tax on income over $4,000. This proposal was almost immediately shutdown. In 1909, Congress again tried the high taxes on income, but Senator Norris Brown hoping to kill the idea for good presented a constitutional amendment enacting such a tax. He didn't think that such an amendment would pass. Much to their surprise the bill was ratified by one legislator after the other. On February 3, 1913 it was established as the 16th amendment. R.G.

Everyone that made money has to pay taxes so that is how it affected everyone.The taxes that ordinary citizens payed went towards roads, schools, wars and many other things that everybody uses everyday. this law impacted society by taking their money and using it to make communities and the country a better place.This amendment was fair for everybody because you have to pay a certain amount based on how much annual income that you make. For years people had been talking about a taxable income and this law was the way of doing it. This law impacted society by in a way making every community and the country better by taking a relatively small amount of money from everyone depending on their income and making it a better place by paying off debts caused by war and other national problems.
